В Литве электронные сигареты разрешены и регулируются как табачные изделия. Их можно приобрести в обычных торговых точках, однако онлайн-продажа, а также заявления о пользе для здоровья запрещены. Реклама регулируется с ограничениями, направленными на ограничение промо-активности. Акциз на электронные сигареты составляет до 10% от ставки, установленной для обычных сигарет. Согласно этим требованиям, для вывода новых продуктов на рынок необходимо предварительное уведомление, используется упаковка, защищённая от детей, и устойчивая к вскрытию. На упаковке обязательно размещаются предупреждения о вреде для здоровья, продажа разрешена только взрослым от 18 лет. Также действуют ограничения на вкусовые добавки, максимальное содержание никотина в жидкостях не должно превышать 20 мг/мл, объём резервуара — не более 2 мл. Использование электронных сигарет ограничено в общественных местах. По состоянию на 2023 год, по оценкам, в Литве было 109 500 человек, которые регулярно вейпят. Распространённость вейпинга среди взрослого населения составляла 5%, в том числе среди женщин — 6%, среди мужчин — 9,3%. Согласно данным 2021 года, 3,5% взрослых использовали электронные сигареты ежедневно: среди женщин — 2,3%, среди мужчин — 3,1%. Дополнительно, в 2017 году 15% взрослых сообщили, что хотя бы раз пробовали электронные сигареты. Что касается общественного мнения, опрос 2017 года показал, что 80% взрослых в Литве считают электронные сигареты такими же вредными или более вредными, чем сигареты, 11% считают их менее вредными, а 9% затруднились с ответом.
