В Японии стиковые табачные изделия (ПНТ) регулируются обновлённым Законом о содействии укреплению здоровья. Внесённые в закон поправки определяют курение как использование дыма или пара от сгоревшего или нагретого табака, поэтому стиковые табачные изделия включены в установленный этими поправками запрет на курение. Курение полностью запрещено в школах, больницах, детских учреждениях, государственных органах, пассажирских автомобилях и самолётах. Однако на практике использование стиковых табачных изделий допускается в некоторых других общественных местах, например, в ресторанах, на пассажирских пароходах и поездах. Акциз на стиковые табачные изделия в настоящее время установлен на том же уровне, что и для трубочного табака в соответствии с Законом о табачном налоге, а продажа несовершеннолетним ограничена согласно статье 5 Закона о запрете курения несовершеннолетними. Кроме того, стиковые табачные изделия регулируются также Законом о табачном бизнесе.
