Президент Беларуси 24 января 2019 года подписал Указ № 2, которым внесены изменения в Указ № 28 от 17 декабря 2002 года и Указ № 4 от 18 октября 2007 года, регулирующие производство, торговлю и потребление табачных изделий. Целью нового регулирования является ограничение доступа к табачным изделиям и снижение негативного влияния курения на здоровье. Указ также устанавливает законодательное регулирование производства, реализации и использования электронных сигарет, а также стиковых табачных изделий (ПНТ). Эти продукты подпадают под действие правовых норм в отношении производства, реализации и потребления табачных изделий. Право осуществлять деятельность по производству и продаже систем для использования табака, электронных систем и электронных жидкостей будет предоставлено только хозяйственным субъектам Беларуси. В указе содержится запрет на открытую выкладку жидкостей для электронных систем курения в витринах магазинов и других точках продажи. Документ также вводит ограничения на места продажи и использования (для потребления) электронных систем курения, а также запрещает их рекламу и продажу электронных жидкостей несовершеннолетним.

Current use prevalence of HTP according to the most recent survey in EECA
The use of heated tobacco products mostly follows the trends observed in vaping in the EECA region. Once again, Belarus (3%), Ukraine (3%) and Georgia (2.3%) show a moderate but noteworthy presence of these products and their use. Moldova deviates from this pattern, with HTP use at 2.6%, while current vaping prevalence stands at only 0.7%. Similar to the low vaping prevalence, Armenia, Azerbaijan, and Uzbekistan exhibit low rates of HTP use.
The European Union (EU) Tobacco Products Directive (TPD) 2016 Changes to the EU TPD
- No Fire, No Smoke: The Global State of Tobacco Harm Reduction
The TPD is a Directive of the EU which means that all EU countries must ‘transpose’ or incorporate the TPD requirements into their national laws. The only flexibility permitted is the ability to enact additional regulations. The current Directive entered into force on 19th May 2014 and became applicable in the EU Member States on 20th May 2016.
In 2014 a revised Tobacco Products Directive known as TPD 2 was issued by the EU to update the 2001 Tobacco Products Directive. TPD2 regulates all tobacco products in the European Union and its scope is wide. It covers product regulation in terms of reporting obligations of ingredients and emissions for all tobacco products. It includes product packaging and labelling including the size and appearance of products, traceability features to be fixed onto packaging as well as health warnings. It covers cross-border advertising of tobacco products; it reinforces the ban on oral tobacco products (snus), but importantly it provides for the placing on the market of e-cigarettes and refill containers, as well as making provision for notification of novel tobacco products. It also provides for herbal cigarettes.
