Podgrzewane wyroby tytoniowe (HTP) są w Pakistanie legalne. Zgodnie z obowiązującymi przepisami HTP są klasyfikowane jako wyroby tytoniowe i dozwolona jest ich sprzedaż, używanie, zakup przez internet oraz reklama. Dozwolone są wszystkie smaki, a na te produkty nie jest nakładany podatek akcyzowy. Niemniej jednak obowiązują pewne ograniczenia: reklama podgrzewanych wyrobów tytoniowych jest zakazana, producenci są zobowiązani do umieszczania ostrzeżeń zdrowotnych na opakowaniach oraz nie mogą przypisywać produktom korzystnych właściwości zdrowotnych, a maksymalne stężenie nikotyny jest ograniczone do 20 mg/ml. Ponadto ustalono minimalny wiek wynoszący 18 lat oraz zakazano używania HTP w miejscach publicznych. Ogólnie rzecz biorąc, Pakistan prezentuje stosunkowo przychylne podejście do podgrzewanych wyrobów tytoniowych.
