Na Łotwie e-papierosy są dozwolone, ale ich sprzedaż jest ściśle regulowana. Zabronione jest składanie oświadczeń zdrowotnych dotyczących e-papierosów, a reklama tych produktów jest ograniczona na mocy krajowego ustawodawstwa. Produkty związane z e-papierosami można kupować w ogólnodostępnych punktach sprzedaży, jednak zakazana jest sprzedaż internetowa oraz sprzedaż za pośrednictwem automatów. Akcyza na produkty do e-papierosów wynosi 10% stawki obowiązującej papierosy. Wprowadzono szereg regulacji dotyczących produktów: nowe produkty muszą być zgłoszone przed wprowadzeniem do sprzedaży, a opakowania muszą zawierać ostrzeżenia zdrowotne. Pojemniki muszą być zabezpieczone przed dziećmi i nieuprawnionym dostępem, a dopuszczalne stężenie nikotyny jest ograniczone do maksymalnie 20 mg/ml, natomiast pojemność zbiorników nie może przekraczać 2 ml. Sprzedaż jest dozwolona wyłącznie osobom powyżej 18. roku życia, ale nie obowiązuje zakaz stosowania aromatów. Używanie e-papierosów w niektórych miejscach publicznych również podlega regulacjom. Społeczny odbiór e-papierosów na Łotwie pozostaje w większości negatywny — w 2017 roku 80% respondentów uważało, że e-papierosy są równie szkodliwe lub bardziej szkodliwe niż tradycyjne papierosy, jedynie 11% postrzegało je jako mniej szkodliwe, a 9% nie miało zdania. W 2023 roku szacunkowo 120 700 osób na Łotwie używało e-papierosów, a odsetek dorosłych obecnie używających tych urządzeń wynosił około 8%. Około 3,8% dorosłych deklarowało codzienne używanie e-papierosów, a 24% ankietowanych przynajmniej raz spróbowało takiego produktu.
