En Moldavia, el uso y la venta de cigarrillos electrónicos son legales. Los cigarrillos electrónicos que contienen nicotina están regulados por la Ley N.º 278 sobre el Control del Tabaco (con sus modificaciones). Aunque Moldavia no forma parte de la Unión Europea, estas regulaciones guardan muchas similitudes con la Directiva sobre Productos del Tabaco de la UE (2014). Están prohibidas las ventas transfronterizas a distancia, las ventas por internet y la venta a través de vendedores ambulantes. Existen restricciones respecto a la proximidad de los puntos de venta al por menor a establecimientos educativos y sanitarios. Una disposición que prohíbe la exhibición de productos relacionados con el tabaco, incluidos los cigarrillos electrónicos, en espacios comerciales, y que obliga a los minoristas a presentar una lista de los productos a la venta, entrará en vigor en mayo de 2020. El vapeo está prohibido en los lugares donde fumar no está permitido, incluso en vehículos privados cuando viajen menores de 18 años.
