La venta y el uso de cigarrillos electrónicos son legales en Luxemburgo. No se permite hacer declaraciones de salud sobre estos productos y su publicidad está regulada. Los cigarrillos electrónicos están sujetos a ciertas normativas y restricciones: los fabricantes deben notificar a las autoridades sobre los nuevos productos antes de su comercialización, y los envases deben ser resistentes a la manipulación infantil y a la alteración. Todos los paquetes deben llevar advertencias sanitarias y la venta está restringida a personas mayores de 18 años. La normativa también contempla limitaciones en la variedad de sabores, una concentración máxima de nicotina de 20 mg/ml, una capacidad máxima de depósito de 2 ml y la prohibición de vapear en determinados espacios públicos. A partir de 2023, se estimaba que había 21,600 usuarios actuales de cigarrillos electrónicos en Luxemburgo. La prevalencia de vapeo en adultos se situaba en 4%, mientras que el 2.8% de los adultos declaraba vapear a diario. Además, en una encuesta realizada en 2017, el 12% de los adultos respondió haber probado los cigarrillos electrónicos al menos una vez. En cuanto a la percepción pública, una encuesta de 2017 reveló que el 76% de los adultos en Luxemburgo consideraba que los cigarrillos electrónicos son igual de perjudiciales o más perjudiciales que los cigarrillos convencionales, el 12% los veía como menos perjudiciales y el 12% restante no tenía una opinión formada.
