En China, fumar y la venta de cigarrillos son actividades legales, y estos productos pueden adquirirse en línea, aunque no está permitido comprarlos en máquinas expendedoras. La importación de cigarrillos con fines comerciales se autoriza mediante licencia. Sin embargo, existe una prohibición total de la publicidad de tabaco, y los paquetes de cigarrillos deben llevar advertencias sanitarias. La edad mínima legal para comprar cigarrillos es de 18 años, y también existen restricciones legales sobre fumar en espacios públicos. Los cigarrillos están sujetos a una tasa impositiva total del 52%. Para 2024, se estimaba que en China había 293,5 millones de adultos fumadores actuales, con una prevalencia de tabaquismo en adultos del 23,2%. Entre los hombres, la prevalencia era del 43,9%, mientras que entre las mujeres solo alcanzaba el 1,8%. El número de fumadores diarios era de aproximadamente 256,9 millones, con una prevalencia diaria en adultos del 20,3%, siendo del 38,6% en hombres y del 1,3% en mujeres.
