Una ley de 2012 titulada «Sobre la modificación de determinadas leyes de Ucrania para mejorar ciertas disposiciones relativas a la limitación de lugares para fumar» clasifica los cigarrillos electrónicos junto con los productos de tabaco y prohíbe su uso en diversos espacios públicos y en el transporte público, salvo en las zonas expresamente habilitadas para ello.
