Los cigarrillos electrónicos están permitidos en Portugal y pueden adquirirse en comercios generales, aunque la venta en línea y a través de máquinas expendedoras no está permitida. No se permiten afirmaciones relacionadas con la salud y la publicidad está prohibida. Los fabricantes deben notificar a las autoridades sobre nuevos productos antes de introducirlos en el mercado, y todos los líquidos deben venderse en envases a prueba de manipulaciones y resistentes para menores. Es obligatorio incluir advertencias sanitarias en las etiquetas de los productos, y la venta de cigarrillos electrónicos está restringida a adultos de 18 años en adelante. No existen restricciones legales sobre el uso de cigarrillos electrónicos en espacios públicos, aunque sí hay prohibiciones respecto a los sabores. La concentración de nicotina no puede superar los 20 mg/mL y los depósitos rellenables están limitados a un máximo de 2 mL. En 2021, se estimaba que aproximadamente 8,300 personas en Portugal eran vapeadores actuales y la prevalencia de vapeo en adultos era del 0.09%. En 2017, alrededor del 8% de los adultos declaró haber probado el vapeo al menos una vez. En ese mismo año, la percepción pública del daño indicaba que un 58% de los encuestados creía que el vapeo era igual o más perjudicial que fumar, un 26% lo consideraba menos perjudicial y un 16% no supo responder a la pregunta.
