En los Países Bajos, los cigarrillos electrónicos están permitidos dentro de un marco regulatorio específico. Según esta normativa, su venta y uso están autorizados, pero se prohíbe la venta en línea de productos de vapeo. No se permiten afirmaciones sobre beneficios para la salud relacionadas con los cigarrillos electrónicos, aunque estos siguen disponibles en comercios generales. Estos productos no están sujetos a impuestos especiales. La reglamentación exige notificar la introducción de nuevos productos antes de que lleguen al mercado y que los envases sean a prueba de niños y manipulaciones. Todos los empaques deben incluir advertencias sanitarias, y la venta está limitada a adultos de 18 años en adelante. Además, la concentración máxima de nicotina permitida en los líquidos es de 20 mg/ml y la capacidad de los depósitos no debe superar los 2 ml. El uso de cigarrillos electrónicos está restringido en espacios públicos y también existen limitaciones en la variedad de sabores. Las estadísticas indican que, para 2023, había aproximadamente 288,200 vapeadores actuales en los Países Bajos y la prevalencia del vapeo actual de cigarrillos electrónicos en adultos se estimaba en un 2%. La prevalencia diaria en adultos era del 1.5%. En 2017, el 15% de los adultos afirmó haber probado un cigarrillo electrónico al menos una vez. Encuestas de percepción realizadas ese mismo año muestran que la mayoría de los adultos (85%) consideraba que los cigarrillos electrónicos son igual de perjudiciales o más que los tradicionales, mientras que un 7% los veía como menos dañinos y un 8% respondió que no sabía.
