Hungría cumple con la Directiva de Productos de Tabaco de la Unión Europea (TPD) de 2014 y ha incorporado algunas regulaciones adicionales propias. Los cigarrillos electrónicos solo pueden comprarse en estancos; para comercializar cualquier producto de cigarrillo electrónico es obligatorio contar con una licencia; además, existe una prohibición total de los líquidos con sabor—se permiten únicamente los sabores de tabaco en los cigarrillos electrónicos. El vapeo está prohibido en todos los lugares donde no se permite fumar. Se sabe que las multas por infringir la ley son elevadas; por ejemplo, hasta 980 dólares por vapear en un área prohibida, hasta 9.800 dólares si un negocio permite el vapeo en interiores y hasta 196.000 dólares por vender productos sin la licencia correspondiente. Las ventas transfronterizas no están permitidas. El impuesto sobre los líquidos que contienen nicotina tiene como tope 55 florines (0,18 €).
