Cigarettes in Hong Kong

The trend in current smoking in Hong Kong has been reducing since the 1980's. In the last ten years the overall smoking prevalence has dropped from 13% in 2008 to 11% in 2018. The prevalence of men's smoking (daily) has reduced from 21% to 18% in the same period, and women's (daily) smoking has remained at a low level from 3.6% in 2008 to 2.7% in 2018. The Census and Statistics Department (C&SD) in Hong Kong has been conducting a series of territory-wide Thematic Household Surveys (THS) since 1999. The most recent survey in 2017 enumerated 10,000 households, where 'adults' were defined as aged 15 and over.

Nicotine Vaping Devices (E-cigarettes) in Hong Kong

Hong Kong has been an autonomous region of the People’s Republic of China since 1997. After threatening a ban on e-cigarette products in 2017, the government announced in June 2018 that it would not ban, but instead regulate e-cigarettes and HTP in the same way as it has done with combustible tobacco. However, in October 2018 the Health Ministry in Hong Kong confirmed that the manufacture, import, sale, distribution or promotion of e-cigarettes and other alternative nicotine products would be completely banned. There is currently no set date for the implementation of this ban, which when implemented could result in maximum penalties of six months in jail and or a HK$50,000 fine. Until such time as the ban is implemented, the situation remains confusing. There is a thriving vaping retail community in Hong Kong – officially, however, nicotine-containing e-cigarette products are classified as Electronic Nicotine Delivery Systems (ENDS), which are 'poisons' under the Pharmacy and Poisons Ordinance, and both sale and possession of these are prohibited. Violators are in theory subject to a fine of up to HK$100,000 (US$12,800) and/or a prison term of two years. All nicotine-free e-cigarette products are legal.
