Available information on the legality of sales of e-cigarettes in Venezuala is ambiguous. Sources report that to be imported, e-cigarettes need to be categorised as either tobacco, medicinal or consumer products. If categorised as tobacco or a derivative, e-cigarettes are regulated by the Tobacco Control Laws. As such they cannot be sold to minors, advertised/promoted or used in enclosed public spaces or transport. However, if e-cigarettes are categorised as a consumer or medicinal product they have to have been clinically trialled extensively before being sold, distributed or used. As none have been approved so far, sales are illegal and an alert to this effect has been issued by the Venezualan Ministry of Health. It is not clear from our sources if this means all sales are illegal, or just those where e-cigarettes are categorised as consumer/medicinal products.

Notes on methodology & limitations

Data has been collected from a range of sources which are openly available online, such as vaping information/regulation websites & direct from country's legislation where available. In a few instances information has been included which was received from individuals specialising in the field. The regulatory picture changes frequently and these tables show the situation at time of going to press. This website will be updated as/when new regulatory information is received. There are gaps in the data available - readers are invited to send in updated information to the GSTHR team.
