In Serbia, smoking is allowed and regulated by some measures. Under these regulations, the sale and purchase of cigarettes are legal, including online sales, but purchasing them from vending machines is prohibited. Importing cigarettes for trade is permitted only with an import license. Cigarette packaging must include health warnings to inform consumers about the risks associated with smoking. In addition, the minimum legal age to purchase tobacco products including cigarettes is 18 years. Smoking is legally restricted in public places to protect non-smokers from secondhand smoke exposure. The total taxation rate on cigarettes in Serbia is 75%.
Regarding smoking prevalence in Serbia, data from 2024 indicate that approximately 2.1 million people were current smokers. This indicates that the adult current smoking prevalence was 36.4%. Among adult females, the current smoking prevalence was 35.6%, and among adult males, it was 37.3%. Statistics show that smoking also contributes significantly to mortality in Serbia. In 2021, an estimated 17,700 deaths were attributable to smoking, including 12,400 male deaths and 5,400 female deaths. This presents that smoking-related deaths accounted for 11.89% of all deaths in the country in 2021. A higher burden observed among males, where 16.3% of all deaths were smoking-related, compared to 7.33% of all deaths among females. These figures underscore the substantial public health impact of smoking in Serbia.
